Bereits 2003 verffentlichte FranzXaver Kaufmann das Buch Varianten des Wohlfahrtsstaats: der deutsche Sozialstaat im internationalen Vergleich', welches sich intensiv mit den, und darauf legt Kaufmann besonderen Wert, unterschiedlichen Ursachen dieser Krise auseinandersetzt. Da werden die Folgen der Globalisierung als Verursacher der Krise benannt, an anderer Stelle wird Deutschland als schlechter Standort angeprangert oder aber es sind die demografischen Vernderungen, die den deutschen Sozialstaat mehr und mehr in Bedrngnis geraten lassen. Kaufmann zeigt mit seinem Werk, das nach knapp einem Jahrzehnt zwar an Aktualitt, nicht aber an Relevanz eingebt hat, eindeutig die Entwicklung des deutschen Sozialstaats auf. Auf die Frage, was denn nun in Deutschland falsch gemacht wird, knnte fast zeitgleich die nchste folgen: Was machen andere Lnder besser? Einfach gefragt: Was haben die, was wir nicht haben? Um eine Antwort darauf zu erhalten, braucht es einige theoretische Grundlagen. Das Schlsselwort lautet Vergleichende Wohlfahrtsstaatsforschung' die Wissenschaft, die sich mit den verschiedenen Theorien zum Vergleich von Wohlfahrtsstaaten beschftigt.
