Der erste Versuch der deutschen Geschichte, in der Weimarer Republik den Gedanken der Demokratie mit dem des Sozialstaates zu verbinden, milang. Dennoch liegen die Fundamente des heutigen Tarifrechtes und der Tarifautonomie in Art. 9 Abs. 3 des Grundgesetzes in der Zeit zwischen 1918 und 1933 auch wenn sie damals politischen und wirtschaftlichen Erschtterungen ausgesetzt waren. Die staatliche Zwangsschlichtung in der Weimarer Republik entwickelte sich innerhalb einer engen Verknpfung zwischen Arbeitsrecht, Sozialstaatlichkeit und politischer Instabilitt.
