Wirtschaftskrise und den hierzu ergriffenen staatlichen Manahmen kommt einem systematisch praktizierten Vernderungsmanagement des Bundes und der Bundeslnder eine gestiegene Bedeutung zu. Dabei darf die zuknftige Konsolidierung der staatlichen Haushalte nicht aus dem Auge verloren werden. Zur konkreten und erfolgreichen Umsetzung dieser Anregungen bedarf es eines nachhaltigen politischen Willens und einer innovativen Verwaltung.
