Vor dem Hintergrund der aktuellen Finanzmarkt bzw. Wirtschaftskrise und den hierzu ergriffenen staatlichen Manahmen kommt einem systematisch praktizierten Vernderungsmanagement des Bundes und der Bundeslnder eine gestiegene Bedeutung zu. Dabei darf die zuknftige Konsolidierung der staatlichen Haushalte nicht aus dem Auge verloren werden. Hierzu sind der Bund und die Bundeslnder nicht zuletzt aufgrund der im Februar 2009 erreichten Ergebnisse der Fderalismuskommission II angehalten. Ein einheitlicher Bezugsrahmen zur Ausrichtung der Vernderungsbestrebungen auf staatlicher Ebene existiert bisher nicht. Der Beitrag skizziert daher konzeptionelle Anregungen und zeigt auf, dass diese auf die grundstzliche Akzeptanz bei den politischen Entscheidungstrgern stoen. Zur konkreten und erfolgreichen Umsetzung dieser Anregungen bedarf es eines nachhaltigen politischen Willens und einer innovativen Verwaltung.
