Es gab aber auch schon damals stdtische Ge meinwesen, die sich einer solchen quantitativen Entwicklungsvorstellung entzogen: Sie standen still oder schrumpften gar. Sind das Wachsen, der Stillstand und der Verfall von Stdten vor allem der Wirkungsmacht der Wirtschaft zuzuschreiben? Manche Anzeichen sprechen dafr. Doch der von der antiken Polis abgeleitete Politikbegriff erinnert daran, da die Grndung und Entwicklung von Stdten auch mit der Politik zu tun hat. So steht neben einem weiteren, sich vor allem auf die Marktkrfte beziehenden Begriff der Stadtentwicklung ein enger gefater der Stadtentwicklungspolitik.
