Product DescriptionDiese Arbeit ist im Kontext des von der Deutschen Forschungsgemeinschaft gefrderten Projekts Wirksamkeit bildungspolitischer Reformstrategien entstanden. Die Arbeit betrachtet kritisch dasneue outputorientierte Steuerungsmodell, das sich frappierend in beinahe allen gesellschaftlichen (Teil)Systemen als das politisch favorisierte Modell durchsetzt. Auf der Basis einer umfassenden interdisziplinren Analyse werden die konzeptionellen Grenzen der Steuerbarkeit des Bildungssystems und der Steuerungsfhigkeit des politischadministrativen Systems ausgearbeitet. Im Rahmen der empirischen Untersuchung zeigt die Autorin, dass die politisch proklamierten Steuerungsprobleme weniger auf der Ebene der Definitionen, der Deklarationen oder der Programmatik liegen, sondern auf den verschiedenen Handlungsebenen derUmsetzung politischer Reformstrategien. Die gesetzlichadministrativ eingerumte Erweiterung der Autonomie im ffentlichen Schulwesen fhrt bislang weder zu einer Erhhung der einzelinstitutionellen Unabhngigkeit noch zu einer Steigerung professioneller Kompetenz. Vielmehr geht diese mit einer deutlichen Zunahme externer Kontrolle und einer (wahrgenommenen) Verengung derindividuellen Gestaltungsfreirume einher. Die jngste Steuerungswende zeichnet sich durch institutionelle Pfadabhngigkeit und darin von Anfang an inkorporierte Evolutionsblockaden aus.
