Die 1992 auf der UNCEDKonferenz in Rio de Janeiro beschlossene lokale Agenda 21 spricht den Kommunen als brgernahe Politik und Verwaltungsebene im Kapitel 28 eine bedeutende Rolle zu, um konomische und kosoziale Problemfelder bereits auf lokaler Ebene anzugehen. Ziel soll die Erarbeitung eines kommunalen Handlungskonzeptes fr eine zukunftsfhigere kologische, konomische und soziale Entwicklung unter Beteiligung unterschiedlichster gesellschaftlicher Gruppen aus Politik, Verwaltung, Verbnden sowie unorganisierten Brgern im Rahmen eines prozeduralen Verfahrens sein. Es stellt sich allerdings die Frage, ob dieses Ziel durch ein derartiges lokales Arrangement berhaupt effektiv erreicht werden kann. In der Arbeit geht es deswegen darum, die Steuerungs und Partizipationseffektivitt entsprechender Verfahren im Rahmen der Fallstudienuntersuchung der lokalen Agenda in Mnster sowie auch anhand der lokalen Agendaprozesse in Detmold, Neuss und Bochum empirisch zu berprfen. Dabei wird primr der Frage nachgegangen, inwieweit es trotz nationalstaatlichen Souvernittsverlustes und der Globalisierung von Wirtschaft und Kultur noch Gestaltungsspielrume der kommunalen Politik gekoppelt mit verbesserten Partizipationsmglichkeiten fr Brger und gesellschaftlich relevante Vertreter gibt, um die Entwicklung einer Kommune zukunftsfhig auszugestalten. Eine etwaige Erweiterung kommunaler Steuerungspotentiale, ein eventuelles policyspezifisches Umsteuern und die Mitbestimmungsmglichkeiten der beteiligten Akteure, denen eine direkte Beteiligung an der Ausgestaltung der Kommunalpolitik bisher eher verschlossen blieb, stehen diesbezglich im Mittelpunkt. In diesem Kontext wird in der Arbeit kritisch analysiert, inwiefern im Zuge der Durchfhrung der lokalen Agenda die kommunalen Machtverhltnisse und die Determinanten kommunaler Politikgestaltung verndert werden, ob ein substantieller Einfluss auf die zuknftige Ausgestaltung der Kommune durch die lokale Agenda
