Ein wichtiger Beitrag zur politikwissenschaftlichen Transformationsforschung, der durch die Verknpfung von Modernisierungs und Akteurstheorie neue Erklrungsmglichkeiten erffnet. About the Author Die Autorin: Birgit Spengler wurde 1966 in Saarlouis geboren. Sie studierte von 1985 bis 1990 an der London School of Economics and Political Science (LSE) sowie an der Universitt des Saarlandes die Fcher Politikwissenschaft, Englische und Franzsische Philologie. Nach ihrer Ttigkeit als wissenschaftliche Mitarbeiterin am Institut fr Politikwissenschaft bernahm sie die Projektleitung des EGFrderprogrammes Ouverture am Wirtschaftsministerium des Saarlandes. Seit 1991 arbeitet Birgit Spengler als Persnliche Referentin des saarlndischen Ministerprsidenten Oskar Lafontaine.
