El 26 de mayo de 1969, los Gobiernos de Bolivia, Colombia, Chile, Ecuador y Per, despus de concluidas las acciones y procedimientos establecidos para llevar adelante las iniciativas e instrucciones Presidenciales y la preparacin del documento constitutivo de su agrupacin, acordaron aprobar y suscribir el Acuerdo de Integracin Subregional, denominado ACUERDO DE CARTAGENA, al cual se adhiri Venezuela en 1973. Este documento internacional, de naturaleza comunitaria, ha sido considerado como el cimiento de la construccin integracionista de los pases andinos, la cual, no obstante los diversos problemas, ocurridos durante estas cuatro dcadas, sigue siendo un proyecto comn con renovada planificacin y desarrollo que puede seguir adelante si se adopta una visin finalmente integradora. Es as, como para conmemorar los cuarenta aos de vigencia del Acuerdo de Integracin Subregional o Acuerdo de Cartagena, se ha realizado una serie de actos en los cuales se ha conocido el avance del proceso, se ha recordado algunos detalles de esta accin comunitaria, y se ha presentado estudios y proyectos para nuevas e interesantes realizaciones.
