In dieser Arbeit werden Zusammenhange und Folgewirkungen historischer Verlinderungen in langen Zeitraumen untersucht, insbesondere die Folge wirkungen, die sie im politischen Raum haben. Der Grundgedanke ist ein fach: Wenn soziales Verhalten von bestimmten Bedingungen beeinfluBt ist und wenn, vom Standpunkt des Handelnden, ein Teil dieser Bedingungen nicht beeinfluBbar ist, ware es nfitzlich, die historische Genese dieses Teils der Handlungsbedingungen zu analysieren. Leider werden in der Regel diese beiden Themenstrange in den Sozial wissenschaften getrennt untersucht. Einmal gibt es Theorien, die sich mit sozialen Verhaltensweisen in bestimmten Kontexten beschaftigen, und zum anderen solche, die langfristige soziale Wandlungsprozesse im Auge haben. Ein Grund dafiir mag sein, daB wahrend Theorien der ersten Art progno stisch und systematisch einen hohen Standard erreicht haben Theorien, die gesamtgesellschaftliche Entwicklung tiber lange Zeitriiume hinweg verfol gen und beschreiben, oft wenig systematisiert sind. Dies scheint angesichts der mit geschichtlichen Entwicklungen verbundenen Unwligbarkeiten auch nicht heilbar zu sein. Ich mOchte demgegenfiber zeigen, daB entwicklungstheoretische Frage stellungen mit den fiblichen Methoden der empirischen Sozialforschung be arbeitet werden konnen, daB historische Makrostrukturen operationalisierbar sind und auf Zusammenhange getestet werden konnen. Ein solcher Beweis kann in meinen Augen jedoch nur im praktischen Vollzug angetreten wer den. Deshalb folgt dem theoretischanalytischen Tell fiber das Verhliltnis der beiden oben erwlihnten Theoriestrange oder, wie ich sie nennen werde: der Bereichs und der Entwicklungstheorien ein empirischer Teil, in dem die konzeptuellen Ergebnisse forschungspraktisch angewandt werden.
