From the Publisher This study examines the operation of the accrual method for fundingthe military retirement system initiated by Congress in 1984. Itreplaced the payasyougo method in order to confront Department ofDefense (DoD) decisionmakers with the full future costs of theirpersonnel decisions at the time the decisions are made.The problem with the payasyougo method was that today'sdecisions affecting future retirement costs would influence DoD budgetsonly in the distant future; thus, little motivation existed to manageretirement costs efficiently. The accrual method was created to reflectaccurately the changing longterm costs of military retirement bychanging annual accrual contributions. DoD resource managers wouldtherefore be able to make improved tradeoffs between different types ofpersonnel and between personnel and other categories of expenditures,such as capital equipment and readiness expenditures, because accuratefuture retirement costs would now be included in the nearterm budgets.This report examines the accrual method from 1985 to 1995 anddetermines whether the congressional objectives of improved managementare being met; identifies those features of the retirement system thatinhibit achieving those objectives; makes recommendations for specificchanges that will help meet Congress's intent; and assesses the fiscalconsequences of such changes. We carried out the research inconjunction with the drawdown of military personnel to aid in projectingthe timing and amount of savings in retirement accrual contributionsarising from the drawdown. The report contains projections of themilitary accrual contributions under different drawdown assumptions from1992 through 1997.This research was conducted for the Under Secretary for Personneland Readiness and his predecessors within the Forces and ResourcesPolicy Center of RAND's National Defense Research Institute, a federallyfunded research and development center sponsored by the Office of theSecretary of Defense, the Joint Staff, the unified commands, and thedefense agencies.
