Like all human created institutions, it is changes in the behaviour of individuals for whom these institutions have been established that affect the performance and ultimate future of United Nations institutions, like the advisory committee. The memoir concludes by providing suggestions to deal with the effect of such changes, suggestions which should be of interest to present as well as to future officials interested in how to reform and improve international institutions like the advisory committee.
