He reviews the origins and purpose of the United Nations, highlights historic conflicts from Korea to Central America, examines the style and effectiveness of the five Secretary Generals to date and discusses the reasons for growing disenchantment among member nations. Although the peacekeeping and global welfare ideals of the United Nations are emphasized, documented criticism and failures are included. Carroll suggests that in recent years the decisionmaking powers of the United Nations have been hampered by factors such as Third World dominance of the General Assembly, the often stalemated Security Council and the inappropriate political pursuits of UNESCO. Nonetheless, he argues that the machinery for global unity is in place, but that the members of the United Nations must make it work. No remedies are offered. Libraries that have relied on more detailed but outdated titles such as Galt's How the United Nations Works (Crowell, 1965; o.p.) or Savage's The Story of the United Nations (Walck, 1970; o.p.) will find this book a useful, current and succinct overview.
