Using social security as a test case, the author explores two basic problems in the study of rich (or postindustrial) first, the interplay of affluence, economic system, political system and ideology; second, the effect of social organization on the behavior of political elites. Why do rich countries, whatever their dominant ideologies, adopt similar health and welfare programs and even similar health and welfare programs and even similar methods of financing? Why, on the other hand, do they diverge so sharply in their levels of spending, organization of services and benefits, and styles of administration? By comparing welfarestate leaders and laggards Wilensky tackles these questions. He provides a readable and provocative guide through the maze of welfare rhetoric and social science studies. Systematic national comparisons of health and welfare data are rare. This study is rich in such data, including analysis of social security budgets of the 23 richest countries and comparisons of welfare and military spending for 64 nations. It is also packed with concrete testable propositions which can serve as a model for sociological theory in the middle range.
