Aktuell im Fokus der Politikwissenschaft steht die National Security Strategy der Regierung der Vereinigten Staaten von Amerika, die den Einsatz von militrischer Gewalt sowohl im Verteidigungsfall als auch das prventive militrische Vorgehen legitimiert. Die faktische Erfllung der National Security Strategy darf mglicherweise mit dem IrakKrieg im Jahre 2003 beobachtet werden und gilt als Bruch in der internationalen Politik. Laut Art.51 UN Charta werden Angriffskriege seit dem Zweiten Weltkrieg als nicht legitim bewertet.1 Publizisten, Forscher und Politiker der USA machen bei der Rechtfertigung des Strategiepapiers auf den hobbesschen Naturzustand der Staaten" aufmerksam.2 Das bekannte Zitat bellum omnia contra omnes von Thomas Hobbes gibt der Begrifflichkeit des Naturzustandes" seinen Charakter. Fr eine Bekrftigung eines wirksamen Staatswesens beschrieb der englische Philosoph die dunkle Darstellung eines ewigen Kriegszustandes und wird daher hufig in der kritischen Auseinandersetzung mit den internationalen Beziehungen herangezogen. Der internationale Naturzustand in der hobbesschen Ordnung der internationalen Beziehungen wird als geschtztes Muster zur Analyse der derzeitigen Staatenwelt"3 gesehen. Hobbes schrieb allerdings keine Abhandlung zur internationalen Konstellation, sondern konzentrierte sich im Einzelnen auf die Begrndung der Nationalstaaten.
