This is one of two books publishing materials developed for a twoweek study tour to Singapore and Vietnam in June 2006 for senior education officials from Cameroon, Ethiopia, Ghana, Lesotho, Madagascar, and Mozambique. It provides a comprehensive analysis of education development in Singapore since 1965, giving particular attention to the type of strategic management that has enabled Singapore to develop its education and training system, from one similar to that of many SubSaharan Africa countries four decades ago, to become one of the world s best performing systems. A second book based on the material prepared for the tour provides five countryspecific papers, covering four East Asian countries (Korea, Thailand, Singapore and Vietnam) and one European country (Ireland) as well as regional, comparative analyses highlighting the insights gained during the tour and putting them in the context of SubSaharan Africa. The other book, entitled Following the Trade Winds: An African Exploration of East Asia s Education Experience, is published by the World Bank and edited by Birger Fredriksen and JeePeng Tan. Together, these two books aim to contribute to knowledgeexchange between SubSaharan African and East Asian countries on good practices in the design and implementation of education policies and programs. Such exchange is particularly important in today s increasingly globalized and knowledgebased economies and societies.
