Des Weiteren soll geklrt werden, wie die nderungen bzw. Konkretisierungen, die das Regelwerk 2010 durch das SEStEG und insbesondere durch die Verwaltungsgrundstze Funktionsverlagerungen erfahren hat, im Hinblick auf die vorangegangenen Fragen bewertet werden.
