Hierzu wurde der innovative Ansatz eines hybriden Gerichtshofs gewhlt, der nicht nur fr Gerechtigkeit sorgen, sondern darber hinaus einen Wissenstransfer auslsen und die lokale Zivilgesellschaft strken soll. Die Vermittlung rechtsstaatlichen Know Hows sowie die nationale und internationale Verflechtung zivilgesellschaftlicher Akteure, knnen im besten Fall sogar zur Konsolidierung der Demokratie in Kambodscha beitragen. Doch die Realitt sieht anders aus. Seit Mitte der 90er Jahre verwandelt Premierminister Hun Sen das geschundene sdostasiatische Land mehr und mehr zu einer autoritren Diktatur, in der Zensur und Selbstzensur, politische Einschchterung und vielfltige Formen der Korruption an der Tagesordnung sind. Der oberste Patron des Landes zieht Seilschaften bis in das formell unabhngige internationalkambodschanische Gericht und gefhrdet damit den ersehnten Versuch der Aufarbeitung und Vershnung. Trotz dieser problematischen Situation gibt es einige Lichtblicke. So arbeiten nationale und internationale NGOs daran, der Bevlkerung die Arbeit und den Sinn des Kriegsverbrecherprozesses zu erlutern. Dabei kommen diese Akteure unter dem Schutzmantel erhhter internationaler Aufmerksamkeit ihrer demokratietheoretischen Schutz und Kontrollfunktion nach, sorgen fr eine rege Opferbeteiligung, offerieren rare Dienstleistungen und schaffen eine Vorstellung von Rechtsstaatlichkeit in der Bevlkerung.
