Like many other third world countries, the Kenyan government, under duress from the International Monetary Fund, adopts austerity programs, instituting internal changes and external measures to create an enabling environment for transnational investment to attract capital inflow. Under such arrangements, Dominion Farm Limited (DFL), a US transnational is investing in the Yala swamp, an ecologically sensitive area and at the outset, a source of livelihood to the indigenous Luo community.
