En 1871 la "Epidemia de Fiebre Amarilla" caus estragos en la entonces pequea ciudad de Buenos Aires, hubo casi 20.000 muertos en una poblacin que apenas superaba los 170.000 habitantes. Un par de aos antes el clera tambin haba dejado una gran cantidad de fallecidos. Sin embargo, no fueron las nicas epidemias y los registros demuestran que la ciudad no mereca ese nombre.Ante estas tragedias la situacin siempre era de desesperacin e incertidumbre. Se tomaban decisiones en el momento casi en forma emprica, en principio se intent localizar los focos infecciosos: el agua porque el Riachuelo era un depsito de aguas servidas provenientes de los mataderos, los soldados que regresaban de la Guerra del Paraguay y la multitud de inmigrantes que se asentaban en condiciones habitacionales mseras agravando la situacin porque muchos provenan de lugares donde ciertas enfermedades eran endmicas. En medio de esta pesadilla la accin de las autoridades pareca no estar a la altura de las circunstancias, entonces se presentaron hombres que enfrentaron la situacin dando muestras de un herosmo que algunos pagaron hasta con su propia vida.
