Ante las crticas que el desarrollo turstico ha recibido y recibe, se propone reconducir este concepto hacia sus finalidades iniciales, la contribucin al desarrollo humano de las comunidades receptoras. Para que la propuesta sea coherente y global se ha tomado como punto de partida la definicin del Desarrollo Humano promovido por el Programa de las Naciones Unidas para el Desarrollo (PNUD), y la Teora del Desarrollo de MaxNeef (1986). Con el fin de analizar la aplicabilidad de esta primera propuesta se tom como caso de estudio lEstartit, una poblacin antiguamente pesquera de la Costa Brava, una de las zonas ms tursticas de Catalua. Finalmente se propone para la discusin tanto a nivel acadmico como consultivo, una aplicacin de la Metodologa de Marco Lgico (MML) para la planificacin, monitoreo y evaluacin del desarrollo humano de pueblos tursticos.
