El modelo econmico sustitucin de importaciones fue una etapa en la que las empresas mexicanas se desarrollaron esplndidamente. El modelo econmico neoliberal ha favorecido a las empresas trasnacionales de manera que las empresas Micro, pequeas y medianas han sido afectadas.Por la representatividad que tiene la Mipyme en Mxico y el nmero de personas que emplea, es til comprender cmo se otorgaron los incentivos fiscales durante el Desarrollo Estabilizador (19501970), y estudiar su aplicacin en el marco del nuevo modelo econmico, de manera que puedan ser una forma de financiamiento a las empresas. En el desarrollo del documento se analiza los programas de financiamiento y los recursos que el gobierno federal aplica para la Mipyme. La mayoria de los programas propuestos no cumple con el objetivo de financiar a las empresas. Es una propuesta fundada en principios tericos y jurdicos, para fomentar a este sector econmico, y a su vez, para activar su desarrollo, y repercutir en el crecimiento econmico de Mxico.
