En 1994 con la Ley General de Educacin, Colombia inici un proceso de modernizacin educativa. Entre las reformas estuvo la creacin de espacios de participacin poltica como los gobiernos escolares. Aunque muchas instituciones educativas hicieron grandes esfuerzos por ampliar el espectro de participacin democrtica, se observa que, sin fortuna, tanto las reformas educativas de la Ley como las iniciativas locales, no han logrado influir notablemente en la profundizacin de prcticas de accin democrtica, especialmente entre la comunidad estudiantil. Ninguna reforma ha sido suficiente porque no se ha logrado modificar la estructura jerrquica predominante en la escuela colombiana. La comunidad escolar, sobre todo los estudiantes, carecen an de incidencia poltica real en la planeacin de los asuntos que gobiernan la vida cotidiana de los centros formativos. Este informe busca reivindicar el protagonismo de los estudiantes como forjadores de transformaciones sociales e institucionales que operan desde mltiples esferas, no tanto desde los espacios 'formales', sino, desde lugares de sociabilidad poltica que acontecen en su praxis cotidiana.
