Die Kultusministerkonferenz (KMK) hat die Qualittssicherung von Schule mit ihrem so genannten Konstanzer Beschluss' vom Oktober 1997 (KMK, 280. Plenarsitzung, 1997), der eine regelmige Beteiligung Deutschlands an internationalen und nationalen Vergleichsuntersuchungen vorsieht, zu einer wichtigen Aufgabe der Bildungspolitik gemacht. Gleichzeitig betonte die KMK, dass eine wesentliche Voraussetzung fr die Qualittsentwicklung der Wettbewerb zwischen den Bundeslndern sei. Regelmig und systematisch angelegte Schulleistungsuntersuchungen sollen Strken und Schwchen des Bildungswesens erfassen und Hinweise fr gezielte Manahmen zur Qualittsverbesserung geben. Zusammen mit der Gesamtstrategie der KMK zum Bildungsmonitoring soll die Qualitt des deutschen Bildungswesens langfristig gesichert werden (KMK, 2006, S. 1).
