In ei nem Fall wird Verwaltung als relativ autonome Einrichtung verstanden, die sich die Richtlinien ihres Handelns selbst setzt, und sich selbst immer starker ausdifferenziert und ausweitet, im anderen Fall dominiert das Verstandnis, dal3 Verwaltung in ihrem Handeln von Klientelen und ihren Interessenverbanden weitgehend bestimmt wird.
