Es wird der Frage nachgegangen, ob diese als selbstndiger Politikzweig aus dem Kontext der auenpolitischen und auenwirtschaftlichen Interessen heraus trat und sich in ihren Grundstzen von einer pragmatisch realistischen hin zu einer ethisch idealistischen Politik wandelte, die die Armutsbekmpfung als oberstes Ziel versteht und dafr grere Mittel einzusetzen bereit ist. Um diese Frage zu beantworten, wird zunchst ein kurzer Rckblick auf die Geschichte deutscher Entwicklungspolitik gegeben, um vor diesem Hintergrund anschlieend entwicklungsrelevante uerungen und Entscheidungen der rotgrnen Bundesregierung auf richtungsweisende Neuerungen berprfen zu knnen. Dabei werden die offiziellen Ziele deutscher Entwicklungszusammenarbeit, vernderte Vergabekriterien, die Restrukturierung des BMZ, sowie die Hhe der Ausgaben fr Entwicklungshilfe im Kontext neu aufgeworfener Begriffe und Konzepte von Nachhaltigkeit, globaler Strukturpolitik, Friedenspolitik und den Milleniumentwicklungszielen untersucht. Nach dieser Bestandsaufnahme soll geklrt werden, ob man die erkannten Vernderungen tatschlich als einen Wandel von realistischer, an nationalen Interessen orientierter, hin zu einer idealistischen, in erster Linie die Bedrfnisse der armen Lnder bercksichtigenden Entwicklungspolitik, deuten kann oder ob lediglich eine Vernderung innerhalb der nationalen Interessen statt fand.
