Zudem beflgelte das Ende der OstWestKonfrontation den Optimismus zahlreicher westlicher Industrienationen und internationaler Organisationen wie der EU, ihr Staatsmodell noch strker als zuvor in undemokratische Staaten zu tragen und auf diese Weise Frieden, Wohlstand und Menschenrechte auf globaler Ebene zu etablieren. Auch das ostafrikanische Land thiopien wurde von dieser Dritten Welle der Demokratisierung' erfasst, als das Rebellenbndnis der TPLF die marxistische Diktatur des Dergs 1991 gewaltsam beendete. Die EU entsandte eine verhltnismig groe Delegation an Wahlbeobachtern unter der Fhrung der Spanierin Ana Gomz. Die Ergebnisse der Delegation in thiopien fielen in doppelter Hinsicht desastrs aus: Zum einen stellte die Delegation trotz der positiven Anzeichen im Vorfeld der Wahl gravierende Menschrechtsverletzungen und Wahlmanipulationen fest, zum anderen stand die Delegation zeitweise selber im Zentrum der Kritik, als interne Kritik an ffentlichen Stellungnahmen aus dem Kreis der Mission nach Auen drang. Diese Seminararbeit untersucht die Vorgehensweise, Einflussmglichkeiten und vor allem die Grenzen von Wahlbeobachtung als Instrument von externer Demokratiefrderung. Die Arbeit schliet in Kapitel 5 mit dem Fazit, dass im Falle thiopiens die democracy promoter nach wie vor hinter der Logik des international security agent zurcktreten mussten und die verhaltenen Reaktionen der EU zu einem groen Teil mit dieser Priorittensetzung auf den Agenden der internationalen Politik zu erklren ist.
