Die vorliegende Arbeit wurde vom Fachbereich Geschichtswissen schaften der Freien Universitt Berlin als Dissertation angenom men. Mein besonderer Dank gilt Prot. Diesen Institutionen sei an dieser Stelle ebenso gedankt wie den Bibliotheken und Ar chiven, unter denen besonders das Mikrofilmarchiv des Fachbereichs Politische Wissenschaft der Freien Universitt Berlin, die British Library, London, und die Bibllotheque nationale, Paris, erwhnt werden sollen.
