Die Schrift fiihrt in die Lehre von den Wahl systemen ein und zielt zugleich auf eine neue theoretische Grundlegung des Forschungsfeldes. Empirische qrundlage der Betrachtungen bieten die Wahlen in den liberalpluralistisch verfa6ten Staaten. Deshalb werden zunachst Be deutung und Funktion von Wahlen in der pluralistischen Demokratie im Unterschied zu Wahlverstiindnissen anderer Regimetypen darge legt. Sodann wird die Entwicklung des Wahlrechts verfolgt; es werden die Voraussetzungen, der Verlauf und die Folgen der Ausbreitung des demokratischen Wahlrechts untersucht. Im Mittelpunkt der Schrift steht das Wahlsystem, nach Verwirklichung des allgemeinen Wahl rechts heute das entscheidende rechtlichinstitutionelle Element zur Strukturierung von W8hlerpriiferenzen und Pcuteiensystemen. Nach Klirung einiger Grundfragen (wie bedeutend sind Wahlsysteme, in welche Richtung wirken sie, wie lassen sich mogliche Auswirknngen bewerten) werden zunachst die einzelnen Elemente von Wahlsystemen und ihr Autbau behandelt, sodann Fragen der Klassiftkation und Be wertung von Wahlsystemen.
