Das Anliegen der vorliegenden Arbeit ist es, die oft als europisches Unterbeschftigungsproblem" bezeichnete Situation differenziert zu analysieren. Neben einer Beschreibung der unterschiedlichen Verteilung der Arbeitslosigkeit ber die einzelnen Staaten des Kontinents, steht vor allem die Suche nach Erklrungsgrnden fr die verschiedenen Arbeitsmarktsituationen im Vordergrund der Darstellung. Bereits im ersten Teil des Beitrags wird sich zeigen, dass die Arbeitslosigkeit in Europa keineswegs Tradition, sondern erst whrend der letzten 30 Jahre entstanden ist. Der allgemeine Anstieg und die zunehmend auseinander laufenden Arbeitslosenzahlen werden auf zweierlei Weise untersucht. Zum einen werden die klassischen makrokonomischen Variablen auf ihre Erklrungskraft berprft, wobei eine Differenzierung nach Schock und institutionellen Gren vorgenommen wird. Es wird sich jedoch zeigen, dass bei isolierter Betrachtung keine der potenziellen Ursachen in der Lage ist, die beobachtete Streuung zu erklren. Vielmehr treten unterschiedliche Interdependenzen zwischen den einzelnen Faktoren auf, die einer ausfhrlichen Beschreibung bedrfen. Als zweite Argumentationsgrundlage wird die Neue konomische Geographie herangezogen, welche die Entstehung von Ballungsrumen theoretisch darstellt. Aufgrund der Tatsache, dass es sich um ein noch junges Forschungsgebiet handelt, steht eine ausfhrliche Modellbeschreibung im Vordergrund.
