Dabei werden unter dem Begriff "Beschftigung" explizit auch Formen jenseits der Erwerbsarbeit miteinbezogen und wird geprft, welche Beschftigungsformen zu einer Entlastung des Arbeitsmarktes beitragen knnen. Einen zentralen Stellenwert nimmt die Bercksichtigung der Arbeitszeitprferenzen von erwerbsfhigen Personen ein. Durch die Prmisse der Freiwilligkeit, eine Arbeit aufzunehmen bzw. die Arbeitszeit zu reduzieren, soll erreicht werden, da alle daran beteiligten Personen (derzeitige Arbeitnehmer, derzeitige Arbeitslose, Arbeitgeber) im konomischen Sinne bessergestellt (bzw. zumindest nicht schlechter gestellt) werden.
