Das Jahr 2005 ladt zur Erinnerung an tief greifende politische Umbruche in der Welt ein das Ende des Zweiten Weltkriegs und die Grundung der Vereinten Nationen vor 60 Jahren, das Ende des OstWestGegensatzes und die Wiederherstellung der deutschen Einheit vor 15 Jahren. Zu Beginn der 1990er Jahre proklamierte der amerikanische Prasident Bush, Sen. das Heraufziehen einer neuen Weltordnung und lud Deutschland zur Ubernahme einer partnerschaftlichen Fuhrungsrolle ein. Davon ist heute keine Rede mehr. Aber was ist an dessen Stelle getreten? Ist die gegenwartige Weltordnung durch 'Weltmacht oder Weltorganisation' gepragt? Wahrend die USA eine Weltordnungspolitik gestutzt auf ihren einzigartigen Weltmachtstatus betreiben, versucht Deutschland im Verbund mit der Europaischen Union, alternative weltpolitische Ordnungsvorstellungen umzusetzen. Der Organisation der Vereinten Nationen kommt dabei eine zentrale Rolle beim internationalen Konflikt und Krisenmanagement in einer Vielzahl von Politikfeldern zu. Theoretiker und Praktiker stimmen jedoch gleichermaaen darin uberein, dass die Vereinten Nationen nur dann zum Eckstein eines sich im Entstehen befindlichen neuen Weltregierungssystems werden konnen, wenn sie zu tief greifenden und umfassenden Reformschritten fahig sind. Die von vielen Seiten angestrebte Reform ist mithin die Voraussetzung dafur, dass die Vereinten Nationen an Handlungsfahigkeit und Akzeptanz gewinnen, um auf dieser Grundlage den Weg zu 'Entwicklung, Sicherheit und Menschenrechten fur alle' mit Aussicht auf Erfolg zu weisen. Mit der Theodor EschenburgVorlesung 2005 und der sie begleitenden Vortragsreihe erinnert dieser Band an die Leistungen und Verdienste eines der Grundervater der deutschen Politikwissenschaft. Die hier versammelten Beitrage sind aus Vortragen hervorgegangen, die am 1. Juli 2005 anlasslich des TheodorEschenburgSymposiums 'Weltordnung durch Weltmacht oder Weltorganisation? USA, Deutschland und die Vereinten Nationen, 1945 2005' im Rahmen des Studium Generale an der Universitat Tubingen gehalten wurden.
