Mit der Ausweitung wissenschaftlichen Wissens und Erkenntnissen ist die Welt ja nicht einfach berschaubarer, sondern im Gegenteil komplexer geworden, da neue Technologien und Informationen zur Anwendung gebracht, jeweils immer wieder auch kulturelle, kologische und konomische Nebenfolgen nach sich ziehen, die nicht in jedem Fall von den politischen Entscheidern absehbar sind. Expertenwissen ist deshalb bei Entscheidungsprozessen um so gefragter denn je. Insbesondere die politischen Entscheider werden dadurch zu Managern komplexer Interdependenzen und Interessengefge, so dass die seit lngerem etablierten Beratungsinstanzen, wie Regierungs und Parlamentsberatung sowie die Ministerialbrokratie nicht mehr gengen, um den Bedarf an Expertenwissen zu decken. Innerhalb des freien Marktes bilden sich externe, am Markt orientierte, nicht staatliche Akteure, sogenannte Think Tanks oder Ideenagenturen, die ihren wissenschaftlichen Sachverstand als Leistung anbieten und im wesentlichen transportiert ber die Medien auch selbst vermarkten. Dabei gert auch in den Blick, wer wie mit solchen wissenschaftlichen Expertisen umgeht, wer berhaupt als Experte gilt und wie man einer wird.
