Das Institut Wohnen und Umwelt GmbH (IWU) kann im Oktober 1981 den 10jah rigen Jahrestag seiner Griindung begehen. Es ist seinerzeit gemeinsam von der Hessischen Landesregierung und der Stadt Darmstadt geschaffen worden, besonders urn auf eine Verbesserung der Wohnver haltnisse der sozial schwacheren Schichten hinzuwirken. Ziele und Aufgaben des Instituts sind von den Griindern bewuBt offen formuliert worden. Dem Institut sollte die Konkretisierung seiner Aufgaben selbst uberlassen bleiben. Damit erhielt es von Anfang an einen ungewohnlich groBen Freiheitsspiel raum. Der Verzicht auf das Korsett enger Handlungsvorgaben von Griindern und Tragern barg und birgt neben Chancen auch Risiken. Das Institut muB durch die Qualitat seiner Arbeit die eigene Notwendigkeit standig neu unter Beweis stellen. Diesen Beweis hat das IWU im ersten Jahrzehnt seines Bestehens erbracht. Nach Uberwindung von Anfangsschwierigkeiten wurde eine Arbeitskonzeption ent wickelt, die das Schwergewicht darauf legt, realisierbare Modelle und Losungen zur Verbesserung der Wohnverhii.ltnisse benachteiligter BevOikerungsgruppen zu ent wickeln. Die Betonung liegt auf der Praktikabilitat der Arbeitsergebnisse. Denn was auf wohnungspolitischem Gebiet fehlt, sind nicht so sehr wissenschaftliche Analy sen, sondern die Vermitrlung des Forschungswissens in die wohnungspolitische Praxis.
