Hierfr analysiert und dokumentiert Ina Ulrike Paul die Entstehung zentraler Reformgesetze in Schlsselbereichen von Staat und Gesellschaft Adel, Behrden, Beamtentum, Gemeinden, Justizwesen, Polizei, Militr, Postwesen, Kultus und Unterricht, Kirche, Sozialwesen, Wirtschaft, Handel und Gewerbe. Neben dem eigentlichen Reformgesetzwerk wird die Entwicklung des Reformgesetzes von seiner Konzeption ber den regierungsinternen Entscheidungsprozess als auch die unmittelbare Wirkung der Gesetzgebung sichtbar.
