Desertifikation verursacht eine erhebliche Zerstrung der natrlichen Ressourcen, die zu vielfltigen gesellschaftlichen Problemen un konomischen Verlusten fhrt. Wstenbildung ist also ein wirtschaftliches, soziales und umweltpolitisches Problem, das von der internationalen Gemeinschaft lange erkannt wurde. Die Konvention zur Bekmpfung der Wstenbildung in den von Drre und/oder Wstenbildung schwer betroffenen Lndern insbesondere Afrika v. 26. Dezember 1996 ist ein wichtiger Baustein globaler Entwicklungspolitik, die nach Einschtzung der OECDStaaten ber ein hohes Potenzial verfgt. Die vorliegende Arbeit setzt sich mit den strukturellen Problemen der Wstenkonvention als Beispiel eines global wichtigen, multilateralen Umweltabkommens auseinander. Das erste Kernstck der Arbeit ist die Darstellung der Global Environmental Governance als konzeptionelle Grundlage der Wstenkonvention. Darauf aufbauend wird die Konvention als erstes postmodernes vlkerrechtliches Instrument fr die nachhaltige Entwicklung prsentiert sowie ihr rechtlicher Inhalt, ihre Funktionsweise und Umsetzungsprobleme untersucht und kritisch bewertet. Bei der Analyse der Umsetzungsprobleme von UNCCD werden hauptschlich die Fragen der Konstruktionsmngel der Wstenkonvention, der Unterfinanzierung der Aktionsprogramme, der Optimierung der Finanzierung durch globalen Mechanismus und der Kontrolle der Mittelverwendung diskutiert. Weiterhin wird die praktische Umsetzung der Konvention am Beispiel der Zusammenarbeit zwischen Deutschland und den zentralasiatischen GUSRepubliken analysiert.
