Die Autoritt der Welthandelsorganisation (WTO) als global anerkannte Institution fr Handelsfragen steht auf dem Spiel. Ihr multilateraler Ansatz ist in Gefahr. Die mglichen konomischen und politischen Kosten eines Scheiterns der Welthandelsrunde sind immens. Die Ursachen sind unter anderem in einer dramatischen Verschiebung der weltwirtschaftlichen Krfteverhltnisse der vergangenen Jahre zu suchen. Diese neue Geografie des Welthandels' wirkt sich in ungeahnter Weise auf die Weltwirtschaft und nicht zuletzt auf die Welthandelsorganisation aus. Mit den Worten des diplomatische Altmeister Henry Kissinger: Die Welt als Ganzes ist heute so sehr in Bewegung wie schon seit Jahrhunderten nicht mehr.'1 Die Aufteilung zwischen dem reichen Norden und armen Sden hrt auf zu existieren, weil die groen Staaten des Sdens wirtschaftlich immer strker werden. Sie emanzipieren sich vom bislang dominierenden Norden, und solidarisieren sich in bisher nicht gekannter Intensitt. Die wirtschaftlichen Aufsteiger im Sden beziehen eine Position der Strke und wollen politische Mitbestimmung, ob im Sicherheitsrat der Vereinten Nationen oder bei den Verhandlungen der WTO. Angefhrt wird diese Bewegung von Brasilien, China und Indien. Auch die multinationalen Konzerne drfen als Faktor in dieser neuen Geographie des Welthandels nicht unbeachtet gelassen werden.
