Das Ende des Zweiten Weltkriegs bedeutete fur Estland nicht den Beginn einer friedlichen Aufbauzeit. Vielmehr sollte nun die 1941 begonnene Angleichung des Wirtschafts und Gesellschaftssystems vollendet werden. Doch in den landlichen Gebieten verlief die Sowjetisierung viel weniger gradlinig als in den Stadten. Die Bauern standen den neuen Machthabern uberwiegend ablehnend gegenuber und es fehlte an zuverlassigen Kommunisten, die der Dorfbevolkerung die neue Politik in ihrer Sprache hatten vermitteln konnen. Plane, mittels einer Bodenreform einen Keil zwischen Befurworter und Gegner der neuen Ordnung zu treiben, scheiterten nicht zuletzt daran, dass auf die ortlichen Traditionen und geographischen Bedingungen keine Rucksicht genommen wurde, so dass die Politik Moskaus selbst fur die Parteifunktionare vor Ort haufig unverstandlich blieb. Die fast vollstandige Kollektivierung der Landwirtschaft wurde erst im Marz 1949 durch die Deportation von uber 20.000 Menschen nach Sibirien erzwungen.
