Daher traf dort die Demokratisierungswelle Anfang der 1990er Jahre auch nicht auf konomisch fortgeschrittene Lnder, sondern musste entsprechend neu konstruiert werden. Des Weiteren wird behauptet, dass der legalrationale Herrschaftstypus nach Max Weber, trotz seiner Kompatibilitt u.a. mit autoritren Regimes eine notwendige Vorraussetzung eines demokratischen Regimes darstellt. Allerdings ist dieser Herrschaftstypus und ihm inhrenten Handlungslogiken und Verhaltensweisen durch die Neopatrimonialisierung" des postkolonialen Staates nicht dominant und somit das entscheidende Hindernis einer Etablierung eines konsolidierten demokratischen Regimes. Die empirischen Ergebnisse am Fallbeispiel Togo zeigen einerseits, das noch schwer lastenden kolonialen Erbes, d.h. dem Entzweien von gewachsenen politischen, wirtschaftlichen und sozialen Strukturen und andererseits, die bernahme des neopatrimonialen Herrschaftstypus aus der Kolonialzeit. Dieser Herrschaftstypus bleibt trotz mehrmaligen Transitionen des politischen Regime Togos jeweils zwischen demokratischen und diktatorischen Regimes oszillierend dominant.
